This particular stamp comes from Poland. It was released on June 30, 2003 as part of the Polish Fairy Tales set. Artist was Teresa Wilbik-Stanny. The fairy tale featured in this stamp is Stupid Mateo written by Józef Ignacy Kraszewski. Although I couldn't find any history of the fairy tale nor is it listed on the authors Wikipedia page. I would love to learn more about it, but my attempts are now futile. Plenty of information regarding the stamp is found however.
